New Required PBN (Performance-based Navigation) standards required for Australia.
Effective 26 May 2016 the following PBN standards are required for all operations in Australia.
Foreign Registered Aircraft:
Acceptable Means of Compliance with RNP1 and RNP2
Several foreign National Aviation Authorities (NAAs) have yet to established processes for including RNP1 and/or RNP2 operational authorizations on Operations Specifications (OpsSpec) or Letters of Authorization (LOA).
For International operators who are unable to obtain these authorizations, CASA has provided an acceptable means of compliance with the Australian requirements through a CASA Exemption.
This process enables foreign operators that hold an equivalent navigation authorization issued by their NAA for RNAV1 and RNAV2 based on GNSS being used as the primary navigation sensor to use these authorizations as an acceptable means of compliance. This will facilitate operations on Australian continental RNP2 routes and RNP1 terminal procedures.
Flight Plan ICAO requirements:
Foreign Operators using the CASA exemption should include in field 18 “RMK/CASA RNP AMC”. Operators with authorization for RNP2 should include the letters “GRZ” in item 10a and “NAV/RNP2” in field 18.
For those operators who cannot comply with the PBN requirements or that do not apply for the exemption:
Further information on the exemption and the means for operators to notify CASA of their intent to use it may be found at the CASA website at https://www.casa.gov.au/airspace/standard-page/cns-atm-navigation. Form 667 is the correct form to use for requesting exemptions.
