Phase 2A,     NAT common DLM AIC - Revision 03
commencing 5 February 2015: FL 350 to FL 390 (inclusive) all tracks within the North Atlantic Tracks
Flights equipped with and prepared to operate FANS 1/A (or equivalent) CPDLC and ADS-C data link sys
NAT DLM Phase 2A operating policy On/after 5 Feb 2015, during the Organized Track System (OTS) validity times, between FL 350-390 (inclusive), an operator may not fly on any OTS track or routing that includes a published OTS waypoint, unless the operator is capable of using FANS 1/A Data Link (or equivalent).

“Phase 2b” FANS 1/A+ required in all Minimum Navigation Performance Standards (MNPS) airspace FL350-FL390, inclusive   required by  December 2017

“Phase 2c” FANS 1/A+ required in all MNPS airspace FL290 and above required by January 2020

Currently RNP4 and RNP 10 are the only navigation specifications applicable to oceanic operations. However, RNP 2 is being developed and once implemented aircraft and operators authorized RNP 2 should be eligible for these reduced separation minima

Flight Plan Filing Requirements

Item 10a.
Radio communication, navigation and approach aid equipment and capabilities:
• CPDLC capabilities: J5 (CPDLC FANS 1/A SATCOM (INMARSAT))
and/or J7 (CPDLC FANS 1/A SATCOM(Iridium)),
J6 (CPDLC FANS 1/A SATCOM (MTSAT, where applicable)

Navigation: R (PBN approved) (see related Item 18 entry below)
Item 10b. Surveillance equipment and capabilities:
• D1 (ADSC with FANS 1/A capabilities)
Item 18. Other Information:
• PBN/L1 (RNP 4)
• PBN/A1 (RNP 10)
NOTE- If only RNP 10 is filed then separation is limited to 50 NM

Equipment required to use designated ADS-C CPDLC Track
Item 10a (1 of these items required)
-----------
J2 - CPDLC FANS 1/A HFDL and/or
J5 - CPDLC FANS 1/A SATCOM (INMARSAT) and/or
J7 - CPDLC FANS 1/A SATCOM (IRDIUM)
Item 10b ( required in addition to equipment from item 10a)
-----------
D1 - ADS C with FANS 1/A capabilities
FANS 1/A (or equivalent) CPDLC and ADS-C capability

The next phase  Phase 2b of the NAT DLM commences 7 December. CPDLC (Controller-Pilot Data Link Communications) and ADS-C (Automated Dependent Surveillance-Contract) are required FL350 to FL390 (inclusive) throughout the entire ICAO NAT region.

The only options for non CPDLC/ADS-C aircraft are Flight Levels below/above or very far North or South. Non-equipped flights that file STS/FFR, HOSP, HUM, MEDEVAC SAR or STATE are allowed but may not receive ATC clearance as filed.

Effective 12 November 2015 at 0901Z, Phase 1 of the North Atlantic Reduced Lateral Separation (25 NM) Minimum (RLatSM) Trials will begin in the Gander and Shanwick Oceanic Control areas.

The 25 NM lateral separation minimum will be implemented by applying 1/2 degree track spacing between three core NAT Organized Track System (OTS) tracks (NAT Tracks). 25 NM lateral separation will be applied between flight level 350-390 (inclusive).
OTS tracks separated using RLatSM will be established by publishing one track defined by 1/2 degree waypoints (e.g. 55 degrees 30 minutes North Latitude/20 degrees West Longitude).
Examples :
B RESNO 56/20 57/30 58/40 57/50 HOIST
WEST LVLS 310 320 330 340 350 360 370 380 390

C VENER 5530/20 5630/30 5730/40 5630/50 IRLOK
WEST LVLS 350 360 370 380 390

D DOGAL 55/20 56/30 57/40 56/50 JANJO
WEST LVLS 310 320 330 340 350 360 370 380 390

Operator/Aircraft Eligibility.
No special authorization or LOA is required to operate in RLatSM. However, authorizations are required for the minimum surveillance and navigation requirements(RNP4, FANS 1/A) necessary to operate in RLatSM.

It is important to know that the adjacent tracks to the RLatSM track are also subject to the same equipment conditions required for RLatSM. In the example above, Track C is the RLatSM track. Track B and D are also subject to the same equipment conditions required for Track C if at FL350 to FL390.

Required Equipment Codes.
Similar to CPDLC Tracks, certain equipment codes must be included in items 10a, 10b and 18.
Note - Item 18 is a different/new requirement over just the CPDLC tracks.
Item 10a J5 and or J7 (FANS 1/A (or equivalent) Inmarsat CPDLC SATCOM and or/(FANS 1/A (or equivalent) Iridium CPDLC SATCOM.
Item 10b D1 (FANS 1/A (or equivalent) ADS-C equipage and operation)
Item 18 PBN/L1 to indicate RNP 4 authorization

****Please be aware that if you intend on crossing through a gap in the tracks , you must still have FANS/CPDLC. On the equipment line you must have either  a J2, J5, or J7 in Item 10a in addition to a D1 in Item 10b.
