PACOTS Flight Planning Guidance

All IFR flight levels at or above FL290 except the West bound tracks which include FL280 in Oakland OCA/FIR.

Operators may file to leave or join a outer PACOTS Track at any reporting Point. Aircraft leaving a outer Track should file routes that diverge, within 10 degrees of longitude, to the least 50 NM from the nearest PACOTS track, flight level assignment for aircraft joining an outer track will be based on traffic.

PACOTS TRACK DESCRIPTIONS AND VALID TIMES

PACOTS EastBound Valid Between 0500Z-2300Z
Required for Aircraft Crossing 160E Between 1200UTC & 1600UTC (Issued around 2100z)

PACOTS WestBound Valid Between 1900Z-0800Z
Required for Aircraft crossing 160E between 2300z and 0600z (Issued around 0100z)

PROCEDURES FOR TRACK ADVISORY FOR TRACKS C, D, E, F, G and H. ZOA publishes the Westbound PACOTS by 1100 UTC.

After receipt of the Track Definition Message (TDM) and between 1200 UTC and 1649 UTC, dispatchers may transmit their track request options (TKFs) to ZOA via ARINC or NADIN/AFTN.
TKF messages must be submitted for flights crossing the first fix of a Westbound PACOTS track between 1900 UTC and 0100 UTC that depart from KLAX, KSFO, KSJC, KPDX, KSEA, CYVR and other West coast area airports.
Flights with an ETA at the gateway fix prior to 1900 UTC or after 0100 UTC do NOT need a slot reservation and should NOT send TKF messages. Flights requesting FL270 and below or FL380 and above do NOT need a slot reservation and should NOT send TKF messages.

PROCEDURES FOR TRACK ADVISORY FOR TRACKS J and K ZOA publishes PACOTS tracks J and/or K by 0000 UTC.

Dispatchers may submit TKF messages to ZOA TA via ARINC or NADIN/AFTN between 0200 UTC and 0359 UTC.
TKF messages must be submitted for flights departing KLAX or KSFO with an ETA at the first fix of track J or K between 0600 UTC and 0930 UTC and requesting FL280, FL300, FL320, FL340 or FL360.
Flights with an ETA at the gateway fix prior to 0600 UTC or after 0930 UTC do NOT need a slot reservation and should NOT send TKF messages. Flights requesting FL270 and below or FL380 and above do NOT need a slot reservation and should NOT send TKF messages.
